Nicholas B. Dunn
President & CEO
Mr. Dunn serves as the CEO of PCI Technology.
Mr. Dunn is an experienced CEO with a successful track record of building and growing Federal service delivery companies with service offerings in information technology, management consulting, and data analytics. He has successfully designed, built, and managed all aspects of a startup business from formation to exit. Mr. Dunn is a subject matter expert in matters relating to federal procurement. Prior to joining PCI, Mr. Dunn founded Integrated Federal Solutions, Inc. (IFS) in 2007 and grew it until it was bought by the Poarch Band of Creek Indians in June 2019. During his time as CEO, IFS experienced sustained and consistent growth over more than 12 years, delivering award-winning services to various federal agency clients.
Prior to founding IFS, Mr. Dunn worked as a Senior Government Contracts Consultant at Baker Tilly (prior Beers & Cutler), providing regulatory and compliance consulting services to large companies operating in the federal marketplace. Before joining Baker Tilly, Mr. Dunn served as a Contracts Legal Specialist for the U.S. Army, Chief Attorney and Legal Services Directorate, providing contracting support to the Defense Contracting Command – Washington, DC.\n\n Mr. Dunn is a native of Huntsville, AL and holds a B.S. in Finance from the University of Alabama. He also holds a J.D. from George Washington University Law School and is a member of the Virginia State Bar. Mr. Dunn holds a CPCM certification from NCMA.

Mark Henderson
Executive Vice President
As PCI Technology Executive Vice President, Mr. Henderson's responsibilities include driving business development (Federal Agencies and DoD) and teaming, as well as corporate and operational management support. Mr. Henderson reports directly to the President & CEO, Mr. Nick Dunn.
Mr. Henderson has over twenty-nine years of Federal and Department of Defense experience. He has served in executive management positions at two successfully graduated 8(a) firms and has managed over $500M in prime contracts and associated delivery orders. Major Key Business Areas supported include Professional Services, Information Technology, Facilities Management, Construction and Environmental Services.\n\nHis experience at large GOVCON firms include Alion Science and Technology (NAVSEA support – CG 47 HM&E program and NAVSUP Environmental programs) and Wyle Laboratories (GWACs Director).\n\nHe possesses extensive experience in marketing, proposal development and contract negotiations and has strong experience with small business programs to include 8(a)/SDB, HUBZone and Veteran-Owned.
Mr. Henderson is a native of Virginia and a graduate of George Mason University.

Jennifer Liu
Vice President, Operations
Ms. Liu is the Vice President of Operations and brings a wealth of project/program management and business operations experience across a 25-year career. Prior to joining PCI Technology, Ms. Liu worked at Verizon for 16 years in increasingly senior roles in Enterprise and IT and then joined the federal government contracting environment in 2019 at an SDVOSB.
Her focus is always on continuous improvement and scaling towards process automation for continual growth. She takes pride in building high performing teams and making sure that everything she and her team deliver is adding value to the company, the business and the future.
Ms. Liu holds a BS in Business Management from Purdue University and is a SAFe Agilist 4.0, and IC Agile Certified Professional, a Certified Scrum Master, and holds her Project Management Professional certification. She lives in Northern Virginia.

Uzma Martino
Senior Contracts Manager
Mrs. Martino is a Senior Contracts Manager with over 20 years of experience supporting Department of Defense (DoD) and intelligence community programs across the cyber, space, and national security sectors. She has a strong background in managing the full contract lifecycle, from negotiation to closeout, and is known for her practical approach, attention to detail, and understanding of complex government requirements. Mrs. Martino is known for her strategic insight, attention to detail, and commitment to mission success. Mrs. Martino resides in Northern Virginia.

Patricia Esparza
HR Generalist
Mrs. Esparza serves as PCI-Government Services Human Resources Generalist. Mrs. Esparza has more than 6 years of GOVCON (to include OCONUS Department of Defense Government Human Resources) contracting experience.
Prior to joining PCI Technology, Mrs. Esparza developed her Human Resources career and experience working as a Human Resources Generalist for Vectrus, an American Defense Contracting Company, and Acuity International, a Professional Services Government Contracting Company. For both Companies Mrs. Esparza lived and worked in Iraq and has extensive Global Human Resources knowledge.
Mrs. Esparza is native to San Antonio, Texas and received her Bachelor of Arts in Psychology from Texas A&M University – San Antonio.

Beth Parmer
Corporate Director, Finance & Administration
Mrs. Parmer serves as the Corporate Director of Finance & Administration at Ecke Holding Company LLC (dba PCI Federal Services) headquartered in Atmore, Alabama. With a focus on administrative, financial, and analytical support, Mrs. Parmer plays a crucial role in developing and implementing internal policies and procedures, ensuring accurate financial reporting, and overseeing day-to-day accounting functions for Corporate and subsidiary entities. With over twenty years in finance, accounting and operations across various industries, Mrs. Parmer brings a wealth of experience and expertise to her current role.\n\n Mrs. Parmer is a native of Alabama and received her Bachelor of Business Administration with a concentration in Accounting and her Masters of Accountancy degree from The University of Alabama.
Board of Directors
The Ecke (PCI Federal) Board of Directors serves as the governing body of PCI Federal and its subsidiaries, such as Media Fusion, providing strategic oversight, guidance, and fiduciary responsibility. Comprised of Tribal leaders, the Board ensures the organization remains aligned with its mission, values, and long-term goals. Members of the Board are responsible for setting policies, approving major initiatives and budgets, evaluating organizational performance, and supporting executive leadership. Through active collaboration and governance, the Board of Directors plays a vital role in driving sustainable growth and accountability for all PCI Federal subsidiaries.
